Catlin repair

I have a savory 4 slice pop down taoster.  One of the compartments does not toast.  I checke all of the elements for resistance and all had similar readings.  The voltage to all of the elements except one were 104 volts.  The last one measured 70 volts.  Does the element before it need to be replaced or caould it be the relay?  How would I test the relay?

are these voltage measurements with the Elements still connected ?

(should be)

doesn't make sense ...

is this a 120v Toaster ?

Has this Toaster worked OK up till now ?

Check the resistance of each Heater Element.

There are different part numbers for different voltages (208 / 240)

If someone installed the wrong part number, could cause problems.

OR one of the Heating Elements may be partially shorted to chassis / ground.

Not necessarily the one that reads 70v.
