If you at least try to answer the questions beforehand, you'll get a lot more out of it. The tech sheet and the questions are posted in the comments section below.

This washer leaves the clothes wet and cold after the final rinse and drain. The water level in the basket is visable through the basket- x 2" of rinsewater. Just looking through the manual there is a section on the "Water Level Pressure Switch" (WLPS)and an "Air Dome Hose" [6-2 Water carring components]. The air dome hose connects to the nipple of the WLPS and then wanders down to an "Air Dome Outlet" near a "Sump Opening Exposed" (Figure 6-5 on p 6-3). Now the question. What's happening here? Is this contraption controlling the water level of this machine? 

This is a Stacked Maytag washer/ dryer.

I would start by checking for a restricted drain or pump. Let tub fill with water and then advance to spin. Lift drain hose, should have a strong, full-bore discharge stream, anything less and water will remain in the tub. I'd also pull the suction boot off the pump and look for gookus or broken impeller vanes.
