Carrier heat pump not pumping HEAT

Residential Carrier heat pump approx 5 yrs old. Not heating, circulation fan operating normally. Fan on outdoor compresser/condenser unit not operating. Compressor is running (normally?). Outdoor unit icing on lower portion. Emergency heat not making any difference. Coils are apparently not functioning. Now comes the question is there a connection between the seemingly non connected symptoms? Is there a common connection that would cause the outside fan not to work and the heating coils in the attic unit to both malfunction together? Curcuit breakers were not tripped and were cycled off/on to be sure they were working normally. Unit has been turned off until I get someting working correctly. Thermostat (indoor) seems to be working normally. Also has 24 VAC present at thermostat. Any help here is greatly apppreciated. It's cold (for us) here in Fort Worth and the fire in the fireplace will only go so far to keep pipes from freezing. Thanks in advance.

daydreamer,  take a look at the appliancemans post regarding capacitors.  Sounds like you either have a bad condensor motor or maybe a bad capacitor.  Ron
