GE 70 Pint Dehumidifier compressor runs erradically

HI Everyone,

I have a GE Dehumidifier Model #ADEL70LRL1 that I have used in my basement for 2 summers now. But this year, it is not producing as much water. Today, I noticed that the fan just runs continually but the compressor turns on sporadically. I popped the cover off, and checked the coils (clean). The humidistat is set at 40%, and the digital panel says that the humidity is about 70%. 

 

I noticed that if I unplug the machine, the compressor will kick on right away the next time I restart. But if the machine is turned off at the power switch, the compressor will not come back on. 

 

Any ideas?
