GE Refrigerator PFCF1NJXBWW too warm

I have a PFCF1NJXBWW GE Profile that's about 9 or 10 years old. The temperature in the freezer and fridge has gone way up. I checked the F-15 connector and it's reading about 12V at the pins. And when I measure from the other end (that connects to the inverter) it's the same. Shouldn't it be reading 4-6V? Does this tell me what needs to be fixed?
