GE Cafe Refridgerator Not cooling, freezer cold - Pics and Videos

Hoping I hit the jackpot, I purchased this nice looking French Door Fridge for $200. I was told it needed a new board.

Before I installed the new board, the freezer LED's were flashing rapidly and the fridge LED's were not working.

 

Bought a new main control board (Part #  WR55X11098 ) and it seemed to solve the LED issues.

Turned fridge on and could see the condenser fan spinning. Waited overnight and seen that the temps in freezer were below freezing (Water was froze, display showed -2, didn't use an actual thermostat).

The fridge compartment remained at room temp, display showed 63.

 

Checked the Damper and it was closed. I manually opened it, turned fridge back on and still nothing. Very little cold air was making its way up. Checked damper again, and it remained open.

Over the next few days, I tried some things here and there. I reinstalled the original broken board and seen the potential issue.

The original board was allowing the condenser fan to blow at a much higher speed. It seems like with the new board, the fan doesn't blow hard enough to travel upwards through the damper.

However, with the old board installed, I left the unit on and when I woke up the next day the inside temps were showing 80 degrees on the display.

 

Couple of things to note:

The smaller black fan that I believe supplies the ice maker has not turned on ever.

Water dispenses fine. No ice obviously. All door sensors work (fridge and freezer -  display blinks when doors left open, properly triggers LEDS on/off)

The condenser fan doesn't have any troubles spinning. When I trigger the freezer door, it spins. Just doesn't seem to ramp up fast enough.

With the unit on, freezer has maintained -2 to -4 for a 24 hour period (display reading)

 

My question is, where do I start troubleshooting? Is there any potential that my brand new board is faulty? I do not own a multi-meter but I will go out and get one if that helps.

By testing all the thermistors do some searching for testing GE Thermistors. 

Thats where I’d start.
