GE MPE12FGKAWW 12 cubic feet top freezer not working(compressor not starting) even after control board swap

Dear Appliance Sensais,

I have a 12 Cubic foot top freezer GE fridge that doesn't cool. GE MPE12FGKAWW. If my crappy memory serves me correct then its about 2.5 years old.

Swapped out the control board located at the top of the fridge cooler and still get same results of no compressor running and blinking LED lights on the cold control panel in the fridge. 

Five LED lights in the top of the fridge cooler that give the status of the cold control are blinking. As per video.

Suggestions that I have received, that sound reasonable(to a headless grasshopper),  included bad start capacitor and bad start relay. Don't know how to check these properly. Found a couple of generic posting on the interweb but I'm not sure if they are applicable.

Called GE and the sent me a user manual which was in my opinion 16 pages of uselessness since there were no schematics or diagnostics for this or any non trivial problem.

Any help or sake would be appreciated.

 Welcome to the forums!  I like your name. Sometimes I feel pretty headless myself.  But you are in the right place!

There are a lot of free materials here to help you. And others you have to pay to play, or participate in the forums enough to earn access.  I paid $197 a year or whatever it is, it's the best money an appliance technician could ever spend...  next to getting a good meter!

There are some articles/videos/webinars here called the "10-step troubleshooting Tango", and  "warm refrigerator troubleshooting flowchart".

Those might be a good place for you to start learning and taking notes.  you must identify the load in question that is giving you trouble and draw out the circuit and all the components that are in it so you begin to understand how it's supposed to work and what could be happening.

 So be encouraged, you might be a headless grasshopper; but like myself,you're smart enough to know where to go when you don't know what to do.  It will take some work and time but you can learn everyday and become a master.

I'm sorry I'm not master enough myself to give you a more specific answer about your particular refrigerator problem right now. I know it's kind of hard to jump in the deep end of the pool and learn on the job. I'm in somewhat of the same position myself. Keep coming back and let us know what you find out so we can learn with you from your experience.  And if you have questions about what you're learning here, please ask.

Looks like a Canadian Model and not seeing a tech sheet on a  site that I have access to, but is a good Model number.
