GE Side by Side Refrigerator - Control board relay clicking a few times then compressor comes on

Hi all, looking for some advice.  I've got a 16 year old GE (GSH25JSRSS) refrigerator that recently started having water and ice dispenser issues.  I thought it was maybe the dispenser control panel or the solenoid or the switch in the dispenser, but all check out (from what I can tell) and after a series of attempts to fix the issue, where I'm at now is that the refrigerator runs fine when it's running, but when the compressor cycles back on, every now in then some relay on the control board starts clicking 5 or 6 times, and the lights start dimming, but eventually the compressor comes on.

I'm fairly certain that the clicking is from a relay in the control board, but I haven't pulled the panels to confirm when it happens, since it's random.

And sometimes when I push the dispenser to get water, the lights dim again and no water comes out.  Seems like a short somewhere.

I'm thinking it's the control board and ready to jump in to get a new one, but wanted to know if anyone else had any other thoughts on what the issue could be.

And to add a little more to the problem, last night instead of the compressor actually turning on, the clicking noise from the control continues about every second.  To resolve this, I set the freezer temp control to 0 to shut it off, then leave one of the doors open, and then after 3 minutes the evaporator fan will cycle on, and then once that happens, I can turn the freezer temp control to 1, or other, and the compressor will turn on.

If you suspect the main control board my recommendation would be to remove the control board cover and inspect it. I had issues with mine and found that the capacitors had swelled. This is the most likely reason for on off switching of a component to go side ways. In my case it was a fan that was clicking. The motor was not bad because after a few minutes of clicking the same fan started to operate normally. I had 5 swelled caps on the board. Replacement was about $250. Hope it works out
