EI28BS56IS0 not cooling

I have Electrolux fridge EI28BS56IS0 not cooling and I notice a little ice at the entry point to the EEV.
I ran test 49c and I can feel the motor in the EEV working and I it displays on-open and off-closed.
I then run test 62c and do feel the EVV opens and the display flashes 52F and then I see F on the display, I assume it failed
what exactly this fail mean?
The compressor and invertor are fine as I can feel the compressor running and it warm but not hot-hot.
the fridge is in my garage and it is freezing in there, 32F or so.
The inverter working since the compressor would not run at all. the inverter sees 120VAC and 7VDC from the main board.

Can someone help figure out why it would not cool.?

Not cooling with compressor running is usually bad news. You’ll need to check frost pattern on evaporator.

no frost EVAP at all. but I did noticed the EEV valve capillary tube had little frost, which means that not enough coming through into the EEV , right?
