The above noted defrost timer is labeled 9 amp Non-IND. Can it safely be replaced with a timer labeled 10 amp Non-IND with all other specifications being equal?

Yes, a 10 Amp ratting is better than 9 Amp - it can handle a higher load and if the 9 Amp is the original that is all it would need to be rated at.
