Control panel went out on the range so I ordered a new one and replace it, but it did not work either.  I had an appliance repairman and an electrician come out to look at the range and electrical and neither one gave me a good answer so I'm trying to solve this myself.  I believe one of them is wrong but I'm not sure which one yet.  So at the outlet I am reading 120v from each hot to neutral and 240v between the hots, but when I test at the terminal block on the range it shows 240v from one hot to neutral and 8 from the other hot to neutral, and 240v between the hots.  I replaced the cord, I ordered another panel thinking the one I originally ordered was faulty and still nothing.  Does anyone have any ideas?  I would appreciate any and all help as this has been driving me crazy.  Would a floating neutral or loose connection between the breaker box and outlet cause this or is it an issue somewhere on the range? Thank you!

Yea, you need to find a better electrician that know what they are doing....

This is an electrical/house power problem - loose/floating neutral in house wiring.
