Alright,  I am a pretty smart guy.  The fridge got hot turned a gallon of milk to cheese ...at least it's still edible. The evap fan died.  I have an EF1 on the display.  Compressor is great it cools the bottom of the freezer and defrosts like expected.  I got a new fan it wont come on...and no it's not a cheap Chinese knockoff it's an OEM Panasonic.  I have 12VDC between Red and brown and if I put mu meter on volts between yellow and brown and blue and brown I get voltage.  However, The motor will not come on.  I'm thinking the control card but I reall don't know if there are other tests before I shell out a bunch more money. 
Please advise
