I have tested everything. Replaced the coils. I heard somewhere that the ignitor is suppose to be around 400. Is 720 too high? Or is my problem that I need a new gas regulator?

I couldn't take photos of the coils while testing. Results were...

New - small - 1568

Large - 1&2 terminals - 1634, 1&3 terminals - 671

Old - small - 1291

Large - 1&2 terminals - 1406, 1&3 terminals - 578

Any opinions would be appreciated.

Are we to assume the issue is no heat?

You never explained what it’s doing or not doing. 
 

Does it ignite at all?

Does ignitor just glow a bit then go out?

Or does ignitor not even energize?

Oops. Sorry. Didn't realize I didn't put it in the title.

The ignitor iginites. Glows until I hear a click, with no flame and then the ignitor turns off.

No heat what so ever.

This almost always bad coils - but you said you already replaced them.  Did you replace with new and remember to turn the gas back on if you turned it off?

Yes. I have had to do it multiple times because I am using the gas line from my stove. And yes... I am also putting a new flexible on it after I figure out this problem and can put a real line in for this thing.
