GE Cafe bottom freezer refrigerator compressor running continuously

I have a ten year old GE CFE29TSDCSS Cafe bottom freezer refrigerator. I just had the refrigerator evaporator fan fail, which I replaced. The refrigerator and freezer are at the proper temperature and everything appears to be working properly but the compressor is running continuously. One of the fans shuts off when the refrigerator door is open and starts up again a few moments after the door is closed.

We cleaned the refrigerator thoroughly so it's probably not an issue with dust on the coils.

Any suggestions?

Compressor should be on 90% of the time. That's how modern refrigerators work with way lower power draw. Freezer should be 0 and refrigerator section 37. You can go on Amazon and buy a temp logger.
