GE Monogram SBS not cooling

Hello, I have a ZFSB25DXCSS that just stopped cooling. I changed the main control board and inverter board, checked out the compressor and fans are running. The only thing I found is the J7-9 to J8 connection only shows ~9V vs. 120V. Even with this low voltage, I still feel the compressor kick on, just not cooling. Any ideas on why I may be seeing this lower voltage across these terminals? Anything else I could check? Thanks in advance for any advice.

J7-9 is Neutral.

Not sure what J8 is, as the service manual I'm looking at says "Not used. Wire ends in cabinet."

Both compartment's or only the fresh food section ?

 

If the compressor is running , did you do a amp draw on the compressor to see what it was pulling in amp's?

Daniel.A: The J8 is marked as COMP. See picture. The black wire on this terminal looks to come directly off of the power, where I am seeing 120V. Then, when I check the voltage at the board it is only 9V. See attached J7-9 orange wire to black wire showing it should be 120V.

ServiceTech_Daniel: Both compartments are warm. I will check the current across the 3 pins at the compressor while it is on and see what it shows.

Gentlemen: I tried to check the 3 pins that connect to the compressor and I didn't see any current and only 9mV. I then checked the voltage on the connector while unplugged and only see 9mV. 

The voltage going into the inverter board that tells it to turn on is about 6V (red/white J15).


Ohmed out compressor and showed 7 ohms across all combinations.

I found a transformer in the back behind the compressor: primary and secondary resistance and was 20 ohms / 1 ohm respectively

 

Could it be that the 2nd (new) inverter board I got it was bad?

Sorry guys, the ground on the inverter board disconnected when I took the measurements. I was able to obtain readings on 2 of the 3 pins while connected to the compressor. I am seeing about 100-120V on these but am unable to read any current (just reads 0A). 

Either way, my compressor comes on. I wonder if there is a refrigerant leak? Anything else you recommend checking?
