Top loading Washer Machine LG WT1101CW Error code OE, doesn't drain

Have had this machine for 10 years. Today, got the OE error code and it didn't drain. I cleaned out the drain hose, which was dirty, but not clogged, and there were no kinks in the hose.

ext, I tried the rinse and spin setting. Filled up with water, got to spin, the "spin" was flashing, but it didn't spin or empty, just sat there at 12 minutes left for quite a while before I gave up. No OE code at this point. I did hear a hum though.

I took out the pump, and tested it with 120V and it ran, so the pump is fine.

I didn't have my multimeter with me, but I did have one of those 120v voltage meters that lights up. I double-checked that it lit up on an outlet, and it did. I unplugged the wires from the pump, and inserted the two prongs from the voltmeter one in each wire. I then turned on the washer on the spin cycle, which would start the spin and drain pump. The washer didn't spin and it didn't pump, and the light on the voltmeter did not come on. I can assume then that no juice is getting to the pump. Does that isolate things to the control board?

I've seen some postings elsewhere where they were talking that it may be the pressure switch that causes it not to spin and drain. That doesn't make sense to me, but I will look at if someone confirms that. Otherwise, I guess it probably is the control board.

If it comes down to the control board, I saw a few videos where people were tapping on the capacitors (not sure why, I think to release the built-up charge) and relay switches (the switch may be stuck). If it comes down to me buying a control board, maybe I'll try this Hail Mary.

I also put the washer in "service mode" and ran through the test modes. This is what I got:

When started, was flashing between 603 and 9
t2 d4
t3 nothing
A 67 water streaming in
B 67 water streaming in
C 67 water streaming in
t4 21 then 19 with no sound heard
t5 0 seemed like bottom of drum tried to turn, and then water at bottom of drum bubbled
t6 66 with a medium short hum every second
t7 196 bottom of drum moved a little
t8 0 with a low hum every 7 seconds or so
Concluded with an LE

Check the pressure tube. Take it off from opposite side from tub and blow through it to see if it's clear. Could have build up in the pressure dome. Could also be a lock issue preventing pump from coming on because it thinks the door isn't locked or closed.

First you say OE but then at the end you said LE, those are two very different codes.

OE code and not draining will likely be pump.  The pump may hum and appear to spin with 120v but it's clearly not spinning if it can't pump water out.  The shaft goes loose inside the motor so the inside magnets turn but the impeller just vibrates under pressure.

LE is a very different code,  the drum will have trouble turning with LE code but drain pump should still run when you do a 1 minute drain only cycle-no spin.
