Whirlpool Propane Oven/Stove - Buzzing Behind Control & Temperature Issues

Just recently moved into a new house and I’m new to propane stoves/ovens. It’s a Whirlpool and unfortunately I can’t find the model #, but it was new in 2011/2012.
 

1. There’s a constant buzzing (whether on or off) behind the clock/control panel that’s electric. It sounds like an electrical hum. Is this noise something to be worried about?

2. When turning the oven on, there’s a strong gas smell as it’s heats up. Additionally, the temperature is highly unreliable. I preheated to 425 and it beeped complete at 360. Took another 5-10 min after that to actually hit 425. What can I do to solve this?
