Whirlpool Refrigerator Ice Emitter W10180607 Receiver W10296530 Help

The red light on the optical receiver only turns on if shut the power off to the refrigerator and power it back on. With the door switch held closed, I can press the emitter door flap open and close and the red light will turn off and on correctly so that tells me it the emitter and receiver are working after a reboot.  But then after a few minutes the red light turns off and never comes back on unless I power cycle the refrigerator again. The ice maker is not filling the tray with water on its own because I think the ice maker thinks the sensor is off. If I use a wire to jump the L and V holes, it will fill with water.

Should the red light on this receiver be on all the time? Is the Emitter the problem?
