Maytag washer mvwp575gw0 drum rotates during agitation

We noticed that our clothes aren't getting cleaned, and figured out that the drum is rotating during agitation, so nothing is getting "agitated".  I can hold the drum in place pretty easily while troubleshooting.

I went through diagnostics, and it seemed that the actuator was the problem so I ordered and received that part.  After installing the new part I ran through the manual diagnostics and could see the agitator moving properly, and the drum spinning properly.  However, after loading up the machine with clothes the drum was still rotating during agitation.

Is there another part that holds the drum in place during agitation?

Thank you.

I watched some more videos and decided to take it apart again and look at the "splutch kit" since it seems to be the next part connected to the actuator.  There's a little bit of wear, but the teeth were still engaging.  I decided to order a new one anyway since it was only $20.

Still trying to figure out if the drum should be spinning, or if there is another part that would act as a brake to keep it from spinning during agitation.

Thanks again for any help.
