Greetings all!

I had this for a while and it has lost a bit of 134a. Had added a bullet valve several years back and last night reupped the low side pressure in small increments from like -15 psi(!) to just over 0. noticed that the suction line began to have some external frost so i said let it run overnight. Cabinet internal temps (top and bottom behind single glass door were low to mid 50s). Surprisingly (to me at least) the temps were the same and rechecked low side which is now running about 10 psi. But not cold air or cooling entering cabinet. 

Any suggestions as to why? Wondering how the heat transfer is supposed to occur...Looking forward to some places to poke around...thank you in advance!

Update: just saw a dc fan in the back center panel which is not running! Have to find a way to get it replaced...likely a bad fan or bad signal from board?

More digging done...I disassembled the components (removed center shelf with control panel and led lights). Once the shelf was out, I was able to remove the back cover which contains two evaporator fans. Behind the fan area was a lot of ice adhering to the back wall of the unit. I am guessing the evaporator is behind this? 

I reconnected the wires in a freestanding type of way. One of the two fans spins, the other doesn't. The condenser fan spins and the compressor gets cold on the suction side. I always thought the heat exchange occurred as air was drawn across the fins of the evaporator but this seems to have a built in sealed area that the dc fans pull air over?

the attached pictures show the frost on the suction line and also the inner back wall starting to develop a frost pattern...plus the parts diagram.
