My daughter’s GE GDT550HDD2SS dishwasher has started not to clean the dishes well, especially in the upper rack.  I have checked the spray arms for clogging, but all are okay.  I have noted that when a cycle is started, the fill valve opens for exactly one minute, before the wash cycle begins.  Opening the door after the fill ends, I see water just barely covers the bottom of the unit, maybe 1/8” in depth.  I compared that to my Kitchenaid dishwasher and it is at least 1/2” water depth.  
 

what should the GE fill water depth be?  I have decided possibly the input valve is clogged/defective.  If the water level is correct, I will assume the circulation pump just is not moving the water as it should and needs replacing.
