Refrigerator Not Cold Enough

Note: this is a Refrigerator Only, it has its own compressor and is not connected to the Freezer.

For the past month and a half my fridge is running warm. It is maintaining a temp between 49F and 56F (needs to be 37-47F).
Things I've done so far:
1. Cleaned the coils (They were not bad)
2. Compressor is working (all the time now), but I replaced the run capacitor, since it was slightly out of spec (9.5 mf vs required 12mf) - did not fix the problem.
3. Replaced the defrost thermostat - did not fix the problem.
4. I have the new Defrost Heater, but did not replace (I think original is probably in spec). The resistance on new is 24 Ohms and mine is 25 Ohms.
5. The wires to the Defrost Heater were reading 20 AC Volts, but I read somewhere that it should be 120 Volts, so I replaced the control board - did not fix the problem.

I am running out of patience and money, since all these parts are never in stock at the local suppliers and are double the cost of other models.

I did notice that the evaporative coil inside the fridge tends to freeze up on the left side (at the pipe entrance, where the defrost thermostat is located) but 80% of the coil on the right stays somewhat warm.

Both fans work: Under the fridge and inside. However, I think my next step is to replace the defrost heater with the new (even though I think mine is in spec) and potentially swap the inside fan with a new one (or the one from the freezer) to see if maybe it is not blowing as hard as it should.

So far, I have a good amount of spare parts and don't really want to accumulate more - Please help!

@ArtsDIY STOP!!!!  Quite replacing parts - nothing you replace is going to fix it - you have wasted a lot of money already for nothing.

You have a sealed system problem - Low on refrigerant because of a leak somewhere and only finding/repairing leaking/recharging system is going to fix your problem.

Not really a DIY thing and generally not worth repairing but being this is an all refrig that most likely has an all freezer next to it replacing maybe more difficult or expensive so repairing might be an option but it won't be cheap.
