Need manual /tech sheet for LED voltage

So the complaint was that the fresh food lights were blinking, now they're just dim. I measured the voltage going to the LED canopy assembly and got 30 volts DC, but i dont know if thats what it should be since nothing i found specifies, and both the main pcb and the LED "card" are both expensive.
