Kenmore Elite Washer Not Filling Correctly - No Cold Water

The problem is that there is no cold water coming into the washer. My first thought was that the machine cold water valve is not functioning but here is the peculiar thing. When you set the machine for cold wash and cold rinse it immediately starts filling with hot water. The hoses are on the correct fittings and not reversed. It worked fine until we moved it out to paint.
