Frigidaire LGHN2844MFO - SY EF error after replacing fan and control board

I have a Frigidaire LGHN2844MFO French door refrigerator.  I'm getting an SY EF error on the temperature display.  I have replaced both the evaporator fan and the control board, but have still not gotten it to clear.  I got the wiring diagram from Frigidaire, but there is no troubleshooting section - is it possible to put this fridge in a diagnostic/service mode to troubleshoot?  What actually triggers the SY EF error; is there maybe a bad thermostat or temperature sensor? How can I check the wiring harness for the fan, just measure resistance across each wire and make sure there is no path to ground?

I got the service data sheet from Frigidaire and was able to put it in diagnostic mode.  The fan was jittering and not really turning; I also pulled it out and tested it by putting 0V on the White wire and 12V on the red and yellow wires, and it jittered the same way.  So, I assume my new motor is bad and ordered a replacement.  What I'm not sure about is, I put my volt meter on the connection in the freezer while in diagnostic mode and got 12-13V from it regardless of whether the fan was off, on low or on high.  Is that normal?
