My top loading washer drum will intermittently spin when it should agitate. It causes water to splash out of the drum and get inside the machine and on the floor . I investigated and noticed the brake does not always release.  I did have the brake/clutch assy off recently to replace a leaking oil seal.  I did inspect the transmission and it looked good. I topped off any oil that leaked out. Resealed it and it worked good for a while.  

When The machine was empty, I tipped the machine at an angle removed the belts and spun the lower pulley by hand in both directions it did release and agitate as it should.  Is the weight of the load causing this issue?

Do I need a new brake assy, is it possible I tightened it too much? Is it something else?  Thanks in advance.
