Whirlpool Gold Series oven threw sparks while preheating

Model number: YFE745H0FS0

Last night turned on the oven to cook dinner. At around 200°, there was a loud “sizzle” noise and flashes of light from inside the oven. I immediately turned it off and turned the breaker off. 

This morning, I pulled the element (top bake/broil) and inspected it. Didn’t look any worse for wear and it read 16.4 ohms when I tested for continuity, which according to some quick research was within normal range. 
 

I put it back in and tried to preheat to 350° and it took maybe around 25 minutes to get to 285° where it stopped and wouldn’t progress for several minutes. 
 

I am guessing it’s the element that’s faulty, but not sure if that would have caused sparks. 
 

Thoughts?
