Samsung Top load washing machine, no spin cycle

On spin cycle the machine is making noise s.a. contactor, then stops, then repeats s.a. a overload protector. The capacitor checks out; and the position sensor is clean but cant or dont know how to test the sensor or the throw out shaft. All terminals and wires are intact and good shape.  The motor has 3 terminals; I have the correct (11.6ohms across terminals 1+3) but only (5.3 ohms across 2+3).  I doubt the problem is the motor, cause I can't feel any pull or resistance as a motor would on start up ).  It would be hard to check if motor is getting any voltage, cause of it's fixed configuration unless I pull it out. Not sure what else to do w/o throwing big money at this machine. What should I check next, and how ?

I performed tests of resistance of Sift actuator, TMR, motor and capacitor which all were in correct specs. I must assume the PCB (circuit board) is defective and is not worth the cost of a new replacement given the washer is 7.5 years old. $50 used on E-bay, or new supposedly OEM $250+. I'd be afraid of purchasing it and I could somehow be wrong(my luck) and doesn't fix.
