Whirlpool range GR440LXLB0 and the front dual element keeps being erratic

I have a Whirlpool range GR440LXLB0 and the front dual element keeps being erratic and mostly , I can turn it down and it takes a while to reduce heat, both zones of the gets hot when its in dual zone, it will turn up and down but only when it wants to

So just to be clear, you are getting both parts of the dual element turning on when the dual switch is on the single setting? If so sounds like the burner switch in the control panel. Is that dual burner the front left? If so the part number is  WP9761048
