Can someone help with diagnosing LG washer main board?

Board part #: EBR64144904

Washer model #: Kenmore 796.41728000

Problem: Power from filter board comes in, but indicator LED on the board does not turn on or blink.

Can someone help me with bench testing of this board. I have just the board. Control panel is not available.
