DCS stove, Model RGS-366SS will not heat up properly

Hi folks--

My 20 year old DCS stove will not heat up properly. Stove top and broiler work fine. Igniters, dual fuel valve and regulator have been replaced. The igniter goes on, and the gas ignites, but it then flares down, then up, then down. And there is a gas smell, presumably from insufficient ignition. If I set the oven at 400 degrees, it might take 45 minutes to get there, or it might only heat up to 250. Thoughts? Something to do with the thermostat? I have had two different repair companies out and it's pretty clear that they are guessing.
