I posted this on another site and got nothing so I figured I'd try my luck here.

 

WASE5210B3WW model, top load washer

While draining, it only appears to be spinning on low speed. I inspected the belt and pulley. I don't see any issues with either and no signs of slipping. The belt practically looks new and doesn't feel loose/stretched. While spinning, there are no unusual noises or vibration and, besides spinning slower, everything seemingly works fine. According to the wiring diagram, it seems to be a 2 speed motor, so I'm thinking it isn't kicking into high speed but I don't know how to test for it. It looks like the motor has an internal switch? I also tested the spin cycle with an empty bin and it makes no difference. Any help would be appreciated

It’s not looking too promising. I really want to salvage this but it looks like I might have to settle with the newer junk that’s out there

Check the clutch and clutch drive bell pulley to make sure it's not covered with oil from transmission and belt is tight, (slightly loosen four motor mounting plate nuts and pull motor tight against belt).

I've seen the clutch drive bell pulley separate from clutch bell housing.

Clutch shoes could be worn out letting them not drive the clutch bell at full speed.

I ended up replacing those parts since making this thread and no difference. I’m leaning towards this being more of an electrical problem than mechanical. The switch between high and low speed is a little confusing because it looks internal to the motor based on the diagram, but I might try to replace the relays on the board as a last resort.
