My right front surface burner on my LG Dual oven has just gone out. (LDE3037ST/00)

 All other burners working.  I have checked the voltage at the burner with the power on (electronic touch switches and indicator work), but there is no voltage. 240V is present at the adjacent burner when on.  

I'm assuming a control board issue?  

As an aside, I don't believe the lower heating element of the upper oven has worked in a while.
