GE sxs evaporator motor

I have a GE model number GSH25JSRFJSS

The evaporator fan motor surges back and forth contantly.  It will nearly stop and then run fast again.  It is very annoying to the customer. This is a dc motor. Is this a problem with the board and motor or am I missing something?

Hello, my surging friend. GE has recently issued a Memorandum of Misunderstanding to servicers on this very subject. Please refer to the attached letter for details.

Thanks Moostafa,

I relayed that information to the customer. 

 Just for my curiosity, does this problem

originate in the fan motor or the board,  or is it like the chicken and the egg?

The board sounds to be the problem, however if the motor goes bad it takes out the board...so I suppose it could go either way...if it was mine, which it would not be ;) I would be replacing both the board and the fan motor.
