Baseboard heater not very hot when on

Honoarable Enlightened ones,

When I crank up my simple mercury switch thermostat my baseboark heater isn't very hot. It probably puts out as much heat as a 110 V portable heater if that ??? It sorta works but not really. Any ideas of what to check, overload thermostat, relay, element???

Any ideas as to how much power/amps it should pull (ie. if I put a clamp meter on power line somewhere ).

Is your baseboard system electric or forced hot water?

Its 220V electric. Checked the breaker box, both breakers aren't tripped.

Are all baseboards affected? Just one zone? A single baseboard?

To start troubleshooting, I would kill power and get to the power wire terminals on one of the affected baseboards. I'd clamp my meter leads to the power wire terminals and re-apply power. Then I'd turn on that baseboard and see if I'm getting 240vac.
