Error code on whirlpool window ac unit

Whirlpool model ACU124PM 220v window ac unit. Just recieved this unit from a customer. Applied power and fan comes on not the compressor. Went through some priliminaries and found nothing. I interuptted power and second time I get a EE on the display. Power was OK no spikes either. Single phase 234 volts at outlet. How can I check this board?

Is this board fused?

YOU CANT THAT WAY , IT DOES NOT HOLD CODES  , you have to back to basics . do you have 230v at compressor  between C-R ?  . is the overload open ? is the cap bad ?   do you here the relay click on the board when you call for cooling ?  did you remove the board and check the solder on the compressor relay ?   just normal troubleshooting stuff  . so shortcuts on this one    good luck

I can't get the control to respond to a call for anything. I assume the board is bad. Thought the board might be fused of have a reset. Compress ohms out fine.Thanks Cactus.
