It won't budge. Would an impact wrench(smaller, less torque) be safe to use? I fear ripping the boss out of the tank wall. Am I being too paranoid?

Well, I could, but the head is a little recessed and surrounded by insulation, which looks like fiberglass, and would get a little cooked. Hmmmm.......
