Carrier Beverage Air SP48-12 Fridge Reach-in restaurant

.   This is a reach-in restaurant style refrigerator.  Two doors open in front and I think it has bins on top.  I have to go back at 9:00pm after the restaurant closes, so I need all the help I can get so I don't have to be there all night.  If I can find a manual on it, I'd love it.

Here's the deal:

.   The thing isn't cooling at all.  I believe the thing is running continuously.  In fact, even when the temperature control is turned to OFF the thing keeps running!  Or rather the FAN(s?) keep running.  Fan is continually running in the back of the machine, but the coils do not feel even slightly warm.

.   I THINK there isn't any coolness at all inside, but they had a lot of ice inside there so they could still use it, so it was hard to tell.

Got the manual, but not as helpful as I would like.  Am I looking at a refrigerant leak, or do I check something else?

No, wait. If the thing keeps running even when I turn it off, then it's something else, but then why doesn't it cool?

clogged Evaporator Coils ... ? no air flow ?

depends on if there is an OFF setting on the Cold Control or just LOW
