Central Air Conditioner Not Working Model CM60-1

The outside central air has not turned on for several days.

Manufacturers plate is worn and cannot be read, but model # is CM60-1-it services a 2300 sq ft home,

Hunter thermostat is flashing lo batt., put two AAs in but it still shows lo batt.

Replaced capacitor four years ago and still looks good-no visible bulging.

I have a special control unit on the outside provided by the power company that allows them to turn it off in a power emergency.  Light on it is supposed to be steady green for normal, but it is black.  Unit is wired into the outside power unit.

What to do Samurai-need some cold air to work at home.

Could be an issue with the power company equipment. It would not hurt to get them to verify their equipment is working.

Edison on the phone said that the AC control they put on the unit cannot be the problem, but they are sending someone out.  Assuming that the lights are out on the control and the AC unit it self is not running, could it be that neither is getting power.  I checked the circuit breaker isn the main box and it is ok.  There is a box near the AC with two breakers that has two cylinder fuses in it, what does that do and how do I check if there is power there?

FYI the Murray Quad Breaker in the panel was arcing on the Panel BUS because of a loose contact due to pitting ? Electrician said it was getting too hot.

Electrician wants to put in a new panel for approx$2,000 plus permit fees.

Any suggestions?
