Motor draws 7amps with belt off and set to spin. Draws 7.5 amps with belt on and agitating. Motor cuts in and out with belt on and set to spin. Amps jump from 7.5 to 22.5 each time motor cuts in and out. Capacitor or motor???

Let's test that capacitator:

Good capacitor will do this when you put your meter probes (Rx1K scale) on the terminals and then reverse 'em:

Bad, naughty, shameful capacitor..................new one on the way. Thanks guys. Little bugger is tucked into the left back corner behind tub. Not as easy to access as the Friggy made ones.

So, even when you reversed the leads, the meter went straight to 0 ohms and stayed there? If so, then yep, it has deeply dishonored you. Deal harshly with it's insolence.
