Whirlpool E1F30LD035V water heater no hot water generated

It went out at the beginning of the week. Thought a thermostat had died, so replaced the upper and lower because they're not expensive. No go. Same with both elements. Still nothing.

We've replaced damn near everything: both thermostats and elements. My dad (retired electrician/ mechanic) came over with his fluke meter and we tested every danged circuit and wire just to find out it IS getting power to everything. For all intents this thing should be pushing out hot water but it isn't. Anyone have any ideas what's wrong?

... it IS getting power to everything.

If it's getting power to (240v across) the Heating Element,

it would be heating

You'd think so, but heating it ain't. Any ideas?

Voltage is one thing.

Amperage is another.

Did you check amperage on both heaters?

IF the Heating Element is good

A broken off or deterioted dip tube, (which feeds the cold water to bottom of tank), could be the cause of the problem.
