Eccotemp tankless hot water fvi12 code E3

When the hot water tap is opened the unit starts up and produces hot water for about 3 second then shuts down and with a E3 code. According to the trouble shooting guide the unit seances to much or to little gas flow. Usually the E3 code is seen before combustion , according to the guide .

The solenoid for the gas valve snaps open. But I am under the impression it is creeping shut turning off the flame and causing the E3.

I am under the impression it's the solenoid or the power to it (the main board).

This is a propane unit at an Earthship build site in Kaleden B.C. There are 14 very dusty volunteer worker that could uses your help … anyone !
