Need help troubleshooting,  the problem is the lower wash arm is working, but the 2 top wash arms are not spinning. Any suggestions on what to look for?

Yes they do move freely.

Not enough water in tub, clogged fspray arms are a possibility, I find the choppers clogged with food a lot in that style. Remove covers on bottom of dishwasher and you should find the chopper, a little grate with a blade on it, make sure it's not broken and not jammed full of trash.

Also cracked spray arms or the upper spray arm not being inserted into the back of the tub properly.
