Kenmore Frig 10351179310 not dispensing water

Kenmore frig not dispensing water, seems to be plenty of water getting to it.  I tested the continuity of the water inlet valve and it looks like around 20 ohms of resistance, I am assuming this means the part needs changing?  Sorry, I am a real novice when it comes to electricity.  Thank you.

While cycling water dispenser , check for voltage at water valve to verify its making it from control board. 

Possible frozen water line in door / disconnect line at lower hinge area - cycle dispenser
