Kitchenaid double oven kEBC208KSS02 top oven not heating. All the controls and indications look correct. Convection fan is on. Lights are on. I replaced the thermal fuse on the back of top oven....no help. It will not heat in bake or broil. Bottom oven works perfectly. Please help.

As always with ovens,  test fuse,  sensors and reseat connections and check wire integrity. With the issues you describe,  looks like your problem centers around   issues with L2.. probably the double break relay that controls it. .. 

Now, Undertake this test only if you know what you are doing... death or injury is absolute  proof you did not know what  you were doing and so, of course,  the following advice did not apply to you :

With power on and oven set to bake, test for voltage across the double break relay  connectors marked below.  You shouldn't get voltage.  If you get 240vac then you have a bad relay that controls L2.. replace board.  If you get 120vac, double check thermal shutdown fuse then check  L1 at the board
