This is a counter depth Side x Side GE refrigerator.    Ice maker makes ice, but then it melts.    That was the initial symptom.   My tenant said the food below was frozen, but when I went there and put an instant read thermometer in, the freezer was about 40 degrees.   It was set to 0.

Also - I just read that some GE refrigerators have a self-diagnostic capability.   Does this one?

If it does, where can I find manuals that might have the self-diagnostic instructions.

Warm in both compartments, check these:

- Condenser fan running

- Condenser coil clean

- Condenser coil temperature-- should be around 100F

If all those check good, then you'll need to check the frost pattern on the evaporator coil.

Just a question, check condenser coils temperature? Why did I think compressor?

I thought we checked the temperature of the compressor, didn't realize it was the coils we are suppose to check temperature on, just my misunderstanding and wanted to verify. Thanks

Correct-- condenser coils are where you check head temperature if you're looking for the rule-of-thumb 100F

defrost failure will result in warm temps also...

Yes indeed, hence the next step being eyeballs on evaporator as Samurai stated. 

After checking condenser...
