whirlpool accubake rf362lxss bottom element not heating

So I've been hearing complaints about the oven not baking things through, it would heat up, but apparently not very well. I suspected the element may have been out, so I took it out and checked it's resistance. I got 22 ohms on the nuts, which sounds about right. I plugged it back in, went around to the back and located the wires for that element ( bottom one on floor). I clamped it and got sporadic readings of ~8 amps, then back to 0. I could hear the relay clicking on and off from dead cold with the door open. It would glow, but not stay on. Do I need to replace the whole brain, or is there some way of replacing just the relay? I did the diagnostic check and found nothing currently wrong. The last known error was a door latch error, I cleared that and retested, all was well.

I would check for cold solder joints on main pcb. If ii's to much to take apart then order the main pcb.

I'm probably going to order a new board for it. Hang onto the old one, never get around to messing with it, and throw it away 3 years from now. Thanks for the reply.
