GE PCF25PGSB BB ("The Bastard") freezer & FF sections too warm - AGAIN!

Durham - very interesting.  I'll check the inverter.  FIW, I swapped out the MB, FZR Thermostat, & defrost heater.   I am now getting consistently 21° in FZR, 41° in FF.  The compressor is running (warm-hot to touch & vibrating), evap fans all running, thermistors all reflecting measured temps in compartments (none wildly out of whack).

The only discernable thing is that the compressor seems to be running very "gently".  That is, it doesn't sound like the pedal is to the metal if you know what I mean, at least not like I recall hearing it when the 'fridge was at nominal temps.
