Kitchenaid KSRG25FKWH17 not making ice after move

I am at a loss for the problem I am experiencing.  Everything was working fine but then we moved the fridge to the garage.  Connected the water supply line and electricity and it has never made ice again.  Here is what I know.

Water dispenser is working fine.

Freezer temp is around -6 degrees F.

No water or ice or anything in the ice maker.

If I swap the connections on the water control valve and press in the water dispenser, I do in fact get water flowing into the ice maker.  It will then freeze but nothing else happens. 

I have even done some testing and here are the results.

Between T & H (which should be the thermostat) is 0 Ohms when cold and goes to infinity when it warms up which seems ok.

Between V & N (water control valve) is 250 Ohms which seems ok. 

Between L & M (Motor) is 4200 Ohms which seems ok.

Between L & H (heater) ohmmeter never stops fluctuating but ranges from 4000-12000 Ohms, which seems out of spec

Between L & N which should be 120V has 0 V which obviously seems like a problem.

So here is the weird part to me. If I disconnect the ice maker and check the white and black wire on the harness I get 104V.  That seems a tad low but doesnt explain why I get 0 V when I test the ice maker considering that it is getting 104V.

With that being said, does the problem appear to be the ice maker unit or is the source being at 104V a concern.

Any help is appreciated.

It looks like this one uses an optic sensor. When you close the flap on the left side( make sure your arm is not blocking the beam) what does the red light do? Does it blink or is it lit solid?

It blinks. But not a consistent blink.  It's kind of erratic. Like a long blink and then a quick blink.  I can time it if you need me to. It's solid when the sensor is blocked.

If I reminder correctly when you close that flap the led should be lit solid. If the beam is broken it should blink twice, pause, blink twice, pause and so on. You may have an optic issue.

Perfect. That was the problem. I shorted the black to the black/white wire on the optics sensor and it started working. Now I just need to get a new one.
