Condenser fan runs slowly  ( may be normal )...wiring diagram indicates should read 13.4 volts to red and yellow measured to white(common)...When fan is running I measure 13.4 on red but only 4.5 volts on yellow.  Is this correct or do I have a main board fan supply voltage problem...Fan bench checked good...
